- Resolved the P008 Paperclip local bootstrap path after the sandbox

- P008 is past proof-of-concept but still needs staged production rollout discipline: no public exposure, no autonomous merges, explicit GitHub evidence, and no private OpenClaw credential/context copying.
- P009 remains ready-review; its runner is no longer the preferred production control plane, but its liveness, watchdog, and Telegram boundary contracts should be carried into Paperclip.
- P004 remains active and human-gated around PR #4 and issue #6; the Paperclip readiness note was useful but not a merge-ready implementation decision.
- RPharma2026-AIKeynote PR #1 remains open and conflicting; deck work should wait for the next content tranche.
